The ``resource`` directive adds a resource override for a single
resource.
Attributes
~~~~~~~~~~
``to_override``
A :term:`resource specification` specifying the resource to be
overridden.
``override_with``
A :term:`resource specification` specifying the resource which
is used as the override.
