The latest balance patch might have shaken some traits around, so let's
be sure we did include all the updates here as well.

The changes in the July 16, 2019 patch have killed Chronomancer
blocking, at least in the way that it used to work. Therefore, we now do
either base Mesmer blocking, or Mirage blocking.
